How long does planning permission take in Warwick?
Half of decided applications took 56 days or less from validation to decision. The middle 50% of applications took between 42 and 79 days, and 58.4% were decided inside the 8-week statutory target for minor applications. Complex or contested schemes take longer.
The Warwick local plan
The development plan is the Warwick District Local Plan 2011-2029, adopted on 20 September 2017, together with the Net Zero Carbon Development Plan Document adopted on 16 May 2024, eleven made neighbourhood development plans, and the Warwickshire minerals and waste plans for those types of proposal. The council charges the Community Infrastructure Levy, which has applied since December 2017 at rates that are index linked each year.
The South Warwickshire Local Plan is a joint plan with Stratford-on-Avon District covering 2025 to 2050. It reached Regulation 19 publication stage on 21 July 2026 with consultation running to 8 September 2026 and submission due by the end of that year. It is a material consideration but its weight is limited at this stage, and it is not the development plan.
What tends to shape decisions here: The two housing tests point in opposite directions here. Warwick passes the Housing Delivery Test at 104 per cent, so no buffer or action plan applies, but the council's own 2025 paper puts five year housing land supply at just 1.96 years, which engages the tilted balance for schemes providing new homes. Much of that shortfall follows from a discount applied for Coventry's unmet housing need. Green Belt covers a substantial part of the district, particularly north towards Coventry and around Kenilworth, conservation areas and listed buildings are dense in Warwick town, Royal Leamington Spa and Kenilworth, HS2 crosses the district, and flood risk from the Avon and the Leam affects central Warwick and Leamington.
