How long does planning permission take in Canterbury?

The Canterbury local plan
The development plan is the Canterbury District Local Plan 2011 to 2031 (adopted July 2017) together with the Herne Bay Area Action Plan (2010), the Bridge Neighbourhood Plan, and the Kent minerals and waste plans prepared by Kent County Council.
A replacement Local Plan running to 2042 completed its Regulation 19 consultation in May 2026 but has not yet been submitted for examination, with adoption anticipated in late 2027. It is a material consideration, not the adopted plan.
What tends to shape decisions here: Canterbury is the epicentre of the Stodmarsh nutrient neutrality issue: the designated wetland lies within the district, and schemes adding homes need a nutrient budget and secured mitigation. A nutrient mitigation scheme began operating in 2026 but the available headroom is rationed, so this is not a resolved constraint. The tilted balance is engaged on both grounds, with a Housing Delivery Test result of 67 per cent and about 3.6 years of housing land supply. The city is also exceptionally heritage dense, with a World Heritage Site and an Article 4 direction covering houses in multiple occupation.
